In the name of Allah – Most Merciful Most Compassionate

CLOSING STATEMENT OF THE SPECIAL MEETING AGAINST NON MUSLIM INTERFERENCE TO HALAL ISSUES
HELD IN ISTANBUL ON THE 13th &14th JUNE 2015

Whereas:

* Halal is a divine obligation based on Qur’an and Prophetic teachings.
* The distinctive identity and characteristics of a Muslim outlined in Prophetic tradition is adherence to the precepts of Halal
* The interpretation, standardization, regulation, governance and application of Halal is regarded as an act of worship.
* All acts of worship are predicated on faith and belief
* Freedom of thought, conscience and freedom of religion are moral norms granted by human rights principles.
* Standardization Authorities of some countries and Unions have embarked on developing standards for Halal without regard to the Islamic Religious Sanctity of the entire Halal certification processes.
* They have established technical committees for the development of the said standard in total disregard to the religious concerns being safeguarded by Recognized Halal certification and accreditation authorities worldwide.

Now therefore:

We, as concerned Muslims representing Halal Certification Bodies, Muslim Consumers and Religious Non-Governmental Organizations,

Declare that:

* The religious affairs of a faith group vests exclusively with the adherents of that particular faith community
* The crafting of Halal standards requires inter alia the skills of qualified Muslim theologians who possess in-depth knowledge of Islamic Law, which is based on Qur’an, Sunnah, Ijma and Qiyas
* Halal (Lawful) and Haram (Unlawful) are Islamic precepts that govern the entire life of a Muslim and are accordingly regulated by a deeply spiritual commitment
* The verification and administration of Halal cannot be isolated from the notion of worship and therefore should not be reduced to a matter of mere technical compliance.
* Halal Certification by non-Muslim entities is deemed null and void in terms of Islamic Law
* Intervention by organs of a Secular or Non-Muslim State in the religious affairs of the Muslim community is an infringement of its religious liberties, freedom and consumer rights
* Initiatives by Muslim governments to drag non-Muslim entities into Halal for any reason is unacceptable.
* We will not accept the legitimacy and validity of any certification or citation aimed at the regulation of Halal by non-Muslims
* We remind that Halal is a pure Islamic term and since we will never accept praying behind a non-Muslim, we will not accept Non-Muslims’ audits, inspections, testimonies, accreditations and certification pertaining to Halal and such certification documents that might be issued by non- Muslim entities will be rejected.
* We will establish a committee with representatives from Islamic NGOs, HCBs and Muslim Consumer Organizations. This committee will address the Islamic organizations and Halal Certification Bodies which have not attended the conference with the aim of reviewing and reconsidering their position in order to speak with one voice against the interference of non-Muslims in Islamic affairs and to avoid discrepancies between Muslim Stakeholders.
* We will embark on a mass awareness program alerting Muslim communities to the gross violation of their religious observances.
* With the support of all Muslim Halal organizations, we will use all the legal ways to protect and defend our religious freedom and rights.

Thus done and endorsed by the following participated Muslim organizations on the 14th June 2015 in Istanbul.

البيان الختامي للاجتماع الخاص ضد تدخل غير المسلمين في شؤون الحلال 
المنعقد في اسطنبول في الفترة الواقعة بين 13- 14 من حزيران / يونيو 2015

:حيث أن

 
الحلال هو واجب إلهي يعتمد على القرآن والسنة النبوية.
الهوية والسمات المميزة للمسلم الواردة في السنة النبوية هي الالتزام بمبادئ الحلال.
تفسير ووضع المقاييس وتنظيم وتطبيق الحلال يعتبر نوع من العبادة.
جميع العبادات ترتكز على الإيمان والعقيدة.
حرية الفكر والعقيدة والحرية الدينية هي معايير أخلاقية تمنحها مبادئ حقوق الإنسان.

شرعت هيئات المقاييس لبعض الدول والاتحادات في تطوير مقاييس الأغذية الحلال دون اعتبار لقدسية الدين الاسلامي فيما يخص اجراءات منح شهادات الحلال با كملها

وقد قاموا بتأسيس لجان تقنية من أجل تطوير المواصفة المذكورة مع تجاهل تام للاعتبارات الدينية التي تضمنها هيئات منح شهادات الحلال المعترف بها وهيئات الاعتماد في جميع أنحاء العالم
 
:فلذلك
 
نحن كمسلمين معنيين بالأمر ممثلين عن هيئات توثيق الحلال والمستهلكين المسلمين والمنظمات الاسلامية غير الحكومية
 
:نعلن ما يلي
 
الشؤون الدينية لمجموعة دينية هي تخص اتباع ذلك المجتمع ذو العقيدة الخاصة حصراً.
إن صياغة معايير الحلال يتطلب الكثير من المهارات من الفقهاء المسلمين المؤهلين الذين يمتلكون معرفة متعمقة في الشريعة الإسلامية، والتي تقوم على القرآن والسنة والاجماع والقياس.
الحلال والحرام هي تعاليم اسلامية تحكم كل حياة المسلم ، ويتم تطبيقها من خلال التزام ديني عميق.
إن توثيق وإدارة الحلال لا يمكن عزله عن مفهوم العبادة، لذا يجب ألا يقتصر على أنه مجرد التزام بمسألة تقنية.
توثيق شهادات الحلال عن طريق الهيئات غير الإسلامية يعتبر لاغياً وباطلاً من منظور الشريعة الإسلامية.
تدخل أجهزة الدولة غير المسلمة أو العلمانية في الشؤون الدينية للمجتمع الإسلامي هو تعدٍ على الحريات الدينية وعلى الحرية وعلى حقوق المستهلك.
مبادرات الحكومات الإسلامية لجر الهيئات غير الاسلامية في الحلال غير مقبول أياً كان السبب.
لن نقبل بشرعية وصلاحية أي توثيق أو اقتباس يهدف إلى تنظيم الحلال من قبل غير المسلمين.
نحن نذكر بأن الحلال هو مصطلح اسلامي خالص، وحيث أننا لن نقبل بالصلاة خلف غير المسلم، فإننا لن نقبل بالتدقيق والفحص والافادات والاعتمادات ومنح الشهادات من قبل غير المسلمين فيما يخص الحلال، وإن الشهادات التي من الممكن أن تصدر من قبل الهيئات غير الاسلامية تعتبر مرفوضة.
سوف نقوم بتشكيل لجنة تضم ممثلين عن هيئات توثيق الحلال والمنظمات الاسلامية غير الحكومية ومنظمات المستهلك المسلم. هذه اللجنة ستقوم بالتواصل مع المنظمات الإسلامية والمؤسسات المانحة لشهادات الحلال الذين لم يحضروا المؤتمر بغية مراجعة موقفهم وإعادة النظر فيه، من أجل الخروج بصوت واحد ضد تدخل غير المسلمين في الشؤون الإسلامية، ومن أجل تجنب التضارب بين المؤسسات المعنية الاسلامية .
سنشرع في برنامج توعية شامل لتنبيه المجتمعات الإسلامية بهذا الانتهاك الصارخ لشعائرهم الدينية.
وبدعم من جميع مؤسسات الحلال الاسلامية، فإننا سنستخدم جميع السبل القانونية للحماية والدفاع عن حقوقنا وحرياتنا الدينية.
 
بذلك تم العمل وقد أقرتها المنظمات الإسلامية المشاركة، وذلك في الـ 14 حزيران/ يونيو 2015 في

What is halal? Halal is an Arabic word meaning lawful or permitted. In reference to food, it is the dietary standard, as prescribed in the Qur’an (the Muslim scripture). The opposite of halal is haram, which means unlawful or prohibited. Halal and haram are universal terms that apply to all facets of life. These terms are commonly used in relation to food products, meat products, cosmetics, personal care products, pharmaceuticals, food ingredients, and food contact materials.                              Halal Ritual Slaughter Dhabīḥah (or zabiha, Arabic: ذَبِيْحَة‎ ) is, in Islamic law, the prescribed method of ritual slaughter of all lawful halal animals (goats, sheep, cows, chicken) excluding locusts, fish, and most sea-life. Unlawful animals like pigs, dog, kangaroo, boar, etc. are not allowed to be slaughtered or zabihah. This method of slaughtering lawful animals has several conditions to be fulfilled.
